Both rehabbing Chicago Cubs pitcher Carlos Silva and the Peoria Chiefs had to work for everything they got on Friday night.   Silva went 22/3 shutout innings in his first game action since going on the Major League disabled list and the Chiefs beat the Cedar Rapids Kernels 3-1 at O’Brien Field.
